Cidco Cancels Allotment of 16 Navi Mumbai Plots Worth ₹2,000 Crore Over Construction Delay

In a significant crackdown on delayed construction and misuse of land, the City and Industrial Development Corporation (Cidco) has cancelled the allotment of 16 prime plots across Navi Mumbai valued at approximately ₹2,000 crore. The plots, which were located in strategic nodes including Airoli, Vashi, Nerul, Kopar Khairane, Belapur, Kharghar, and Dronagiri, covered a total area of over 62,000 square meters.
Cidco’s Strict Move After Years of Delay
As per Cidco’s land allotment rules, construction on leased plots must be completed and occupancy certificates obtained within four years. Although extensions are allowed with an additional lease premium (ALP) and service charges, many plot owners neither completed the construction nor cleared dues.
Despite multiple reminders and an amnesty scheme offering a 50% waiver on ALP and charges (valid till March 31, 2025), the response remained poor. Of the ₹900 crore due under the scheme, Cidco could recover only ₹100 crore.
An official from Cidco stated,
As per Cidco’s land allotment rules, construction on leased plots must be completed and occupancy certificates obtained within four years. This bold step by Cidco is expected to free up premium land parcels and ensure more efficient urban development in the satellite city, while also sending a strong message to defaulters.

Cidco has already started the process of reclaiming the cancelled plots. These plots may be re-auctioned or repurposed in future development plans.
